Green Building Regulations & Windows in the UAE: What Architects and Developers Need to Know

Dubai Green Building Regulations, Estidama in Abu Dhabi, and the UAE Energy Code all place specific performance requirements on windows and glazed facades. Here is what the regulations actually require — and how to specify accordingly.

The UAE's three green building frameworks

The UAE operates three parallel green building frameworks, each applying to a different jurisdiction. Dubai falls under the Dubai Green Building Regulations and Specifications (DGBRS), administered by Dubai Municipality. Abu Dhabi uses the Estidama Pearl Rating System (PRS), developed by the Abu Dhabi Urban Planning Council. Across both emirates, and in the Northern Emirates, the UAE Energy Code (ECSSR 2010 and its revisions) provides a baseline for building energy efficiency. Each framework addresses windows and glazed facades, but with different language, metrics and compliance routes.

The practical result is that a project tendered in Dubai uses different compliance documentation than an equivalent project in Abu Dhabi. However, the fundamental physics are identical — what the frameworks are regulating is the same: solar heat gain through glazing, thermal conductance through the frame and glass assembly, and air infiltration through sealed openings. A specification that performs well against one framework will generally perform well against all three.

Solar Heat Gain Coefficient (SHGC): the critical metric

In the UAE climate, where cooling loads dominate year-round, Solar Heat Gain Coefficient (SHGC) is the most consequential performance metric for glazed openings. SHGC measures what fraction of incident solar radiation — both direct and diffuse — passes through the glass assembly and becomes heat inside the building. A value of 1.0 means all solar radiation passes through; 0.0 means none does.

Dubai Green Building Regulations require an SHGC of 0.25 or lower for all glazed facades in standard residential and commercial buildings. The UAE Energy Code requires similar values, with slight variation by climate zone and orientation. Estidama Pearl uses a weighted whole-building energy model but targets comparable glass specifications to achieve compliance. In practice, this means specifying high-performance solar control glass — typically low-emissivity coatings with a solar control layer — across all external glazing. Standard float glass (SHGC approximately 0.86) does not comply, and neither does basic tinted glass without a dedicated solar control coating.

The Swiftrooms standard specification for UAE projects uses glass with an SHGC between 0.22 and 0.32 depending on orientation and facade area. All product data sheets quote SHGC alongside U-value, allowing direct compliance checking against the relevant regulation.

U-value requirements: frame and glass together

U-value (thermal transmittance) measures heat flow through the complete window assembly — glass plus frame — under a standardised temperature difference. In the UAE context, U-value matters most for night-time thermal comfort and to prevent condensation on the inner glass surface during the rare cooler periods. It is less dominant than SHGC in driving annual energy costs, but is nonetheless regulated.

Dubai Green Building Regulations target a maximum overall window U-value (Uw) of 2.2 W/m²K for residential applications. This requires a thermally broken aluminium frame — a frame in which an insulating polyamide strip separates the inner and outer aluminium extrusions, preventing direct metal-to-metal thermal bridging. Non-thermally-broken aluminium profiles have Uf values in the range of 5–7 W/m²K and cannot meet the regulation regardless of the glass specified. All Cortizo, Vetromax and Gulf Extrusions systems supplied by Swiftrooms incorporate thermal breaks as standard.

Double glazing (IGU) is universally required to meet these U-values. Standard 4mm float glass in a single glazed frame has a U-value above 5 W/m²K. A thermally broken frame with a 6/12/6 argon-filled IGU and low-E coating typically achieves a Uw in the range of 1.6–2.0 W/m²K — comfortably within regulation.

Estidama Pearl: credit allocation for glazing

Abu Dhabi's Estidama Pearl Rating System allocates credits across multiple categories. The Natural Environment, Indoor Environment, and Energy categories all contain credits that relate directly to the glazing specification. The most valuable route is through Energy (RE) credits, specifically RE-1 (Improved Energy Performance), which rewards whole-building energy models that outperform the baseline. A specification using SHGC values below 0.25 and Uw below 2.0 W/m²K across all facades typically contributes meaningfully to these energy credits.

The Indoor Environment credits also reward glazing decisions: views to the outside (IE-8 External Views) require minimum glass areas at seated eye level, and Glare Control (IE-7) requires evidence that direct solar glare to work surfaces is controlled — achievable through shading devices, fritting, or glass with an appropriate visible light transmission (VLT) value. A high-performance solar control glass with VLT above 35% and SHGC below 0.30 typically satisfies both credits simultaneously.

For projects targeting 2 Pearl or above, the glazing specification is usually one of the highest-leverage decisions on the whole building. Swiftrooms provides a glass performance data sheet for every project in the Estidama format, reducing the documentation burden on the project consultant.

Specifying for compliance: practical steps

The most common route to compliance is specifying glass by SHGC and Uw, then selecting a thermally broken aluminium system to complete the assembly. Glass manufacturers supply performance certificates showing SHGC and Uw values calculated in accordance with EN 673 and EN 410 — these are accepted by Dubai Municipality, ADDC/AADC, and Estidama assessors as compliance evidence. The certificates reference specific glass build-ups (coating, thickness, spacer bar) and the values are only valid for that specific build-up.

Common compliance-ready glass specifications for the UAE: (1) 6mm Guardian SunGuard HD Clear 62 / 12mm argon / 6mm clear — SHGC 0.28, Uw 1.7 W/m²K. (2) 6mm AGC Stopray Vision 50T / 14mm argon / 6mm clear — SHGC 0.24, Uw 1.6 W/m²K. (3) 6mm Interpane ipasol light 70/39 / 16mm argon / 6mm clear — SHGC 0.22, Uw 1.5 W/m²K. All three meet or exceed Dubai Green Building Regulation requirements. Swiftrooms specifies from these ranges depending on the project's orientation, facade area ratio and budget.
