Green Building & Glazing in the UAE: Estidama, LEED and Dubai Greenlist Explained

Why glazing is central to UAE green building compliance
Glazing accounts for the largest single variable in a UAE building's energy performance. A villa or apartment with correctly specified windows and doors can reduce cooling energy consumption by 30–45% compared to the same building with a generic aluminium and clear glass specification. For green building compliance, this makes glazing the first — and most impactful — area to get right.
Three regulatory frameworks govern green building in the UAE: Abu Dhabi's Estidama Pearl Rating System, the UAE Green Building Specifications (federal), and Dubai's Green Building Regulations and Specifications — which includes the Dubai Greenlist for product pre-approval. Understanding which applies to your project determines what your glazing specification must achieve.
Estidama Pearl Rating System (Abu Dhabi)
Estidama is Abu Dhabi's mandatory green building framework. All new residential villas, apartment buildings and commercial developments in Abu Dhabi must achieve a minimum of 1 Pearl. Government projects require 2 Pearls. The system is administered by the Abu Dhabi Urban Planning Council (UPC).
Glazing specifications under Estidama are governed by the Indoor Environment (IE) and Natural Resources (NR) categories. Key glazing requirements at 1 Pearl level include: a maximum U-value of 3.3 W/m²K for the overall window assembly, and a maximum SHGC (Solar Heat Gain Coefficient) of 0.40 for east, west and north orientations — and 0.25 for south-facing glazing in Abu Dhabi's intense solar context.
To meet Estidama 1 Pearl with aluminium frames, thermally broken profiles are mandatory — non-broken aluminium cannot achieve the U-value requirement. At 2 Pearl level, enhanced SHGC limits of 0.30 and 0.20 are typically required. Laminated or triple-glazed units with low-e coatings are the normal route to compliance at higher Pearl levels.
Dubai Green Building Regulations
Dubai Municipality issued its Green Building Regulations and Specifications in 2011, updated progressively since. The regulations apply to all new buildings in Dubai above 300m² in floor area. Compliance is verified at the planning permit and completion certificate stages.
Dubai's regulations specify maximum SHGC values by orientation and a minimum visible light transmittance (VLT) of 0.27 — to ensure that solar control glass does not make interiors uncomfortably dark. The standard requires: SHGC ≤ 0.25 for east and west facades; SHGC ≤ 0.40 for north-facing glazing; SHGC ≤ 0.30 for south-facing glazing. Maximum window-to-wall ratio is limited to 40% on east and west elevations for most building types.
The overall window assembly U-value must not exceed 3.7 W/m²K for residential buildings under Dubai regulations. Thermally broken aluminium with a quality double-glazed unit incorporating a low-e coating will meet this in most configurations. The Cortizo Cor Vision and Cor 70 ranges tested to EN 10077 achieve frame U-values of 2.0–2.4 W/m²K, providing comfortable compliance margin.
Dubai Greenlist — product pre-approval
The Dubai Greenlist is a pre-approved product register maintained by Dubai Municipality. Products on the Greenlist have been independently tested and verified to meet Dubai's environmental standards — simplifying the approval process for architects and contractors who specify them.
For glazing, Greenlist-registered products include glass units from approved manufacturers with verified SHGC and VLT values. When selecting glass for a Dubai project, specifying from the Greenlist reduces the documentation burden and accelerates municipality approval. LEED in the UAE — what it means for glazing
LEED (Leadership in Energy and Environmental Design) is widely used for commercial and mixed-use developments in the UAE alongside Estidama and Dubai's own framework. LEED v4 and v4.1 are the current versions in use. For LEED certification, glazing contributes primarily to Energy & Atmosphere (EA) credits through reduced cooling load.
LEED's energy modelling approach requires the glazing specification to be input into an energy simulation (typically EnergyPlus or eQUEST) demonstrating a percentage improvement over an ASHRAE 90.1-2016 baseline. The simulation inputs require certified SHGC, U-value and VLT values from glazing manufacturers — which European-origin products with CE marking and EN-tested performance data can provide directly. Generic aluminium with unverified glass units cannot satisfy LEED's documentation requirements, regardless of how the performance compares.
Practical specification guidance for compliance
For most UAE residential projects targeting Estidama 1 Pearl or Dubai Green Building compliance: specify thermally broken aluminium profiles with frames achieving Uf ≤ 2.4 W/m²K, combined with double-glazed units featuring a high-performance low-e coating on surface 2 or 3 and an argon-filled cavity. This combination typically achieves an overall window U-value of 1.6–2.2 W/m²K and an SHGC of 0.22–0.30 depending on glass selection — comfortably meeting 1 Pearl and standard Dubai Green Building requirements.
